Most quotations are based upon estimated quantities (e.g. 20-30 drums or 7,000 litres or so many Hours on site). These quotations are intended to help you budget the job, however there are often variances from the quoted items, volumes, or loading time during the process. The manifests you sign will clarify these volumes and form the substance of the final invoice.
